I think the cat is thinking "If you weren't in that bowl I would eat you" and the fish was thinking "If I were a shark I would eat you."
Basically they're both looking at dinner.
the fish is saying, yeah and you'll get these really parasites if you eat me...and you'll never forget me!

( I collect goldfish stare down photos...I must have about 20 of them....there is something very brave about them...)
